Your career as governor
You start as a provincial governor with a clear mission: build cities, foster trade and industry, and make money. How you do it is up to you. Please the emperor and you may just be crowned Caesar. Displease him, and the lions get lunch. Each scenario has its own focus and its own map, so no two assignments ask for the same plan.
A city that walks
The heart of the game is its walker system. Buildings send out citizens who stroll the roads delivering food, pottery, entertainment and education to the houses they pass. Your road layout decides who gets served and who goes hungry, so planning and geometry matter more than any menu. When the layout works, the whole city flows. When it does not, problems pile up, and the game teaches you to fix them. You can also talk to your citizens for clues about what the city needs next.
Building at your own pace
Nothing here rushes you. There are no timers breathing down your neck while you lay out housing blocks, place granaries and decide where the next prefecture goes, and the calm music keeps things pleasant while you tinker. It is the kind of game where one more block of housing quietly turns into an hour, and the city you end up with is one you drew yourself, street by street.
